Lies of Omission -
Our Southern Border

As a veteran, I have sworn an oath to protect and defend the constitution
of the United States of America from all enemies both foreign and domestic.
Though I no longer serve my nation, in her defense militarily, that
oath still rings true in my heart. It is therefore my obligation to
inform fellow citizens of governmental activities which I firmly believe
threaten the sovereignty of our nation.
The American citizen has a right to know about bureaucratic systems which
drain our national treasure without our informed knowledge or consent.
We must understand the implications of such a system if we are to protect
our nation, families, homes and freedoms. Knowledge is power and in
order to effect change, we must be informed and willing to learn the
truth, even when that truth is difficult to accept.
I believe, for our government to fund activities without fully informing
the taxpaying public and ensuring our understanding and approval is
a lie of omission, as is allowing our citizens to remain unaware of
national treasure being directed, not for the use and aid of our citizens,
but to further an unconstitutional agenda; one whose aspirations, I
believe, promote the dissolution of our borders and our survival as
a sovereign nation.
The following information is not hidden but you must be aware in order to
seek out answers. I am bringing this to your attention, in the hopes
that you will take pro-active steps to end the dangerous course on which
our nation now embarks.
Have our government officials tried in earnest to make sure we were aware
of these extensive, enormously costly projects? Why did our congress
and our president draft and sign legislation to build a border fence
along our southern border, if they knew, full well, they were funding
the buildup of infrastructure and communities there?
Is it then safe to assume that the long awaited, slowly built, much
maligned border fence is nothing more than a pacifier to quell the outrage
of a fed up public?
Did you willingly vote for representatives who you knew would approve funding
to federal agencies that were allocating funds for the buildup of infrastructure
on the USA/Mexico border?
Our founders warned us of foreign entanglements and for good reason.

[As avenues to foreign influence in innumerable ways, such attachments are
particularly alarming to the truly enlightened and independent Patriot.
How many opportunities do they afford to tamper with domestic factions,
to practice the arts of seduction, to mislead public opinion, to influence

a great and powerful nation, dooms the former to be the satellite of
the latter.
Against the insidious wiles of foreign influence (I conjure you to believe me,
fellow-citizens,) the jealousy of a free people ought to be constantly

one of the most baneful foes of Republican Government. The great rule
of conduct for us, in regard to foreign nations, is, in extending our
commercial relations, to have with them as little political connexion
as possible.]
Having pondered these wise words, learn how the exact opposite is being carried
out without our understanding or approval.

THE BORDER ENVIRONMENT COOPERATION COMMISSION (COCEF):
A CASE OF INTERNATIONAL FEDERALISM

[As globalism has spread, so federalism has come to involve groups of players
with an increasing number of members and greater organizational complexity.
This process has crossed the micro-dimensional level of a relationship
between communities that had certain autonomy and has begun to include
a macro dimension with independent nations surrendering part of their
sovereignty by allowing multinational organizations to represent their
interests.]
Here are a few of the government organizations that I believe are working
to betray the sovereignty of our great nation.
NORTH AMERICAN DEVELOPMENT BANK

[Certification and approval of US$16.56 million in funding for water
and wastewater improvements to benefit 93,000 residents in the municipality
of Bravo, Tamaulipas
NADB funding will cover approximately 56 percent of the total cost of the
project and consists of a US$3.8 million loan, as well as a US$12.76
million grant from its Border Environment Infrastructure Fund (BEIF),
which is funded by the U.S. Environmental Protection Agency (EPA).
On both sides of the border, BECC has certified 138 environmental infrastructure
projects that are estimated to cost US$2.95 million to build and will
benefit approximately 12 million residents. NADB is providing a total
of US$975 million in loans and grants to partially finance 119 of those
projects.]

[San Antonio, Texas – The North American Development Bank (NADB) is
providing an US$18.95 million loan to the local water utility in Mexicali,
Baja California—Comisión Estatal de Servicios Públicos
de Mexicali (CESPM)—for the construction of the Mexicali IV wastewater
collection system to serve more than 26,000 residents in nine subdivisions
on the east side of the city.
The total cost of the project is estimated at US$46.96 million, and NADB
is financing approximately 38 percent of the cost with a 15-year, market-rate
loan.
To date, NADB has helped fund 118 environmental infrastructure projects
throughout the U.S.-Mexico border region with a total of $958.5 million
in loans and grants.]
Secretary
of the Treasury Henry M. Paulson and Secretary of State Condoleezza
Rice are Board of Directors for the NADB.
Just how are these programs being funded?

CAPITALIZATION OF THE NADB
[The total authorized capital of NADB is $3 billion with equal commitments
from the United States and Mexico. Each country has authorized the subscription
of 150,000 shares of the bank’s capital stock with a par value
of $10,000 per share. Fifteen percent of the authorized capital is in
the form of paid-in capital to be provided in scheduled installments
as agreed by the two governments, and the remaining 85 percent is in
the form of callable capital.]
And what has this NADB been doing while we were dutifully paying our taxes,
mortgages and trying to clothe and feed our children? Here are a few
examples of their good works with their sister organization, the BECC.

Environmental Cooperation Commission (BECC)
Secretary of Treasury Henry Paulson and Secretary of State Condoleezza Rice are
Board Members of the BECC.
Below is a joint statement that will give you a pretty good idea why your
local streets are riddled with potholes and your bridges and levees
are crumbling with decay. Our government complains it doesn’t
have the funds to repair our infrastructure. In fact, foreign entities
are being sought out to build and maintain our taxpayer funded roads
with decades long leases by charging our citizens tolls. Our representatives
certainly found a way to build infrastructure on the border. I guess
that speaks volumes about their priorities.

BECC AND NADB JOINT STATUS REPORT
[Assistance Programs
• More than US$34.43 million has been allocated
by BECC’s Technical Assistance Program to aid in the development
of 260 environmental infrastructure projects related to water, sewage,
and municipal waste in 144 communities on both sides of the U.S.-Mexico
border.
• Through its technical assistance programs,
the NADB has authorized US$22.59 million in grant funding to carry out
225 institutional strengthening and project development studies for
103 border communities.
• To date, the BECC has certified 137 environmental
infrastructure projects which will cost an estimated US$2.92 billion
to build.
• Of the projects certified, 75 are located in
the United States and 62 in Mexico.
• To date, NADB has contracted a total of US$808
million in loans and/or grant resources to support 108 of those projects,
with approximately 44% going to projects in the U.S. and 56% to projects
in Mexico]

As of Fiscal Year (FY) 2006, the PDAP and BEIF have received approximately
$613 million from the US-Mexico Border Program. These critical resources
have accomplished a significant human health and environmental impact
in and beyond the border region.]
This bureaucratic nightmare is enormous and deeply embedded in much of our
appropriations legislation. Below are a few of the more egregious examples
of the misappropriations of our national wealth.
BECC
PROJECTS IN THE PIPELINE:
BORDER
ENVIRONMENT INFRASTRUCTURE FUND (BEIF)
[The North American Development Bank (NADB) established the Border Environment
Infrastructure Fund (BEIF) to administer grant resources provided by
the United States Environmental Protection Agency (EPA) to help finance
the construction of water and wastewater projects in the U.S.-Mexico
border region.]
SOLID
WAS ENVIRONMENTAL PROGRAM (SWEP)
[The North American Development Bank (NADB) was established by the governments
of the United States and Mexico in a joint effort to provide a cleaner
and healthier environment along the two countries’ shared border.]
WATER
CONSERVATION INVESTMENT FUND (WCIF)
[In August 2002, the NADB Board of Directors authorized the creation of
the Water Conservation Investment Fund (WCIF) to provide financing for
the implementation of water conservation projects aimed at saving, using
and transferring water more efficiently. A total of US$80 million in
NADB retained earnings was allocated to the program, with US$40 million
specifically reserved for projects in each country.]
Still think the border fence is a sincere attempt to secure our border?
I encourage you to do your own research so that when you attend that
town hall meeting, make an appointment with your congressman, or call
talk radio to inform other citizens, you will be knowledgeable. We have
a right to know this information and we have a duty as citizens to act
to correct this.
But, why would our government officials wish to build up our borders with
infrastructure? It is part of a process which I have been attempting
to expose.

Demise of the American Identity
It is truly time for the Citizens of this country to stand up, speak out
and demand a return to a constitutional government that seeks to do
the will of the citizen of this nation and not to enslave us to the
‘Gods of Globalism’.
Please do not assume that others will pick up the banner and demand change
for you. It will take all of us, doing all that we can to make our legislators
hear us, and turn away from this process towards an integrated western
hemisphere.
If you choose to do nothing, you may someday bitterly it. We must become
outspoken and informed. You have a duty as a citizen of the United States
of America to be a part of your own governance.
Write your local state representative. Ask, in writing, to request from the
State Department answers to how these programs are being funded and
if it was approved by our Congress. Require your state representative
to respond to you in writing. This will ensure you get a response. Follow
up. Become familiar with your representatives and make sure they become
familiar with you! Remember, they work for you!
You can be assured that there are plenty of organizations with agendas that
do not match your own who are lobbying your representatives. Be a voice
for balance. Remind them who has the power of the vote, who they serve
and what you expect of them.
In trust, many Americans have been remiss in not following, closely enough,
the actions being taken in our names. This is a practice that must end
if we are to remain a free people.
This is your nation, your future and your sovereignty.
Stand up for it!
